The site is rendered using JS on the client. Links on the site without an anchor. Naturally, it is not indexed or indexed weakly, slowly and reluctantly.
There is also a set of .html pages containing, so to speak, the essence of content for search engines. The name of such a file for each page of the site is obtained according to the rule:
RewriteRule (.*) pages/$1.html
As far as I can understand, you should redirect by User-Agent. Could you tell me how exactly the block of conditions is drawn up?

Make a sitemap.xml with links to content pages and that's it.
