How to make a private project that only users added to the project can see, but not admins?

There are 3 administrators (2 of ours and 1 "bourgeois"). Two of ours are participating in the project, how to make sure that the "bourgeois" does not see private projects.

Without rewriting Redmine - no way. The essence of the administrator is just that he sees everything.
