How to make a phone lock to a specific network operator?

This is an android app, specifically about locking your phone to a specific network operator. Application for two SIM phones - cards.
The application is great and it works like if you don't have both sim cards from a certain carrier, the app will ask for a pin code, the user has to enter it if he wants to continue using the phone.
What do I need when the application requires a pin code from the user (in other words, it puts a sim card from another operator) I need to put a piece of code in a program that should disable the network for this sim card which is not from the required operator network so that the user cannot do anything with how to receive calls, messages, etc.
