How to make a non-admin user be able to assign roles to other users on Wordpress?

There is a site on Wordpress + WooCommerce. Woocommerce creates the role of "store manager". I want a user with this role to be able to assign custom roles to other users who are in the "client" group. Let's say I'm a store manager, I have a regular client, I want to transfer it to the VIP client and give it different prices using the Product Prices by User Roles for WooCommerce plugin... I tried the User Role Editor plugin, created with it new roles, I even ticked these roles, but only the Admin can assign these roles to clients, and I need the store manager to manage this.
