How to make a host for Google Chrome Extension?

According to the instructions here, I created an extension and registered the host. How now to create a console application in C # to receive and send data?

Isn't it easier not to be tied to the platform / browser, and just deploy a simple http server in C #, and send http requests in js via ajax?
