How to make a 100% discount on delivery if the user selects a certain city or region when placing an order in the "Delivery Region". For example, for Belgorod I want to make free delivery.

Unfortunately, the conditions in the rules of the cart by location are not set.
You can write your own condition type, but there is no documentation for writing it (you will have to dig deep into the core)
