How to make a different Buy button for Bitrix sections?

There are 2 main sections on the site with subsections. It is necessary for the first section to make it so that the list of products of the section and subsections, the buy button leads inside the product card, and for the second section it adds the product to the cart.
How to implement this?

The issue is not entirely clear.
Add a condition: if there is only one section, then clicking on the button causes a redirect to the product detail card, otherwise adding the product to the cart.

4 megabits is too much for normal activity.
Looks like you got fucked, unfortunately.
More precisely, it will be possible to say by looking at the traffic with a sniffer and checking the Mikrotik settings.

Run the Torch utility wiki.mikrotik.com/wiki/Manual:Troubleshooting_tool... and see the traffic in real time.
You probably have dns/ntp enabled and are participating in amplification attacks.

Have you turned on the proxy? And on the input branch, it was not closed from the outside.
Although the nature of the behavior is somehow painfully abrupt for a proxy. Rather something else. The sticky button is visible right on your screenshot. We opened it - set a longer timeout (so that the window does not reset statistics so often) and analyze who-what-why-where.
