How to make a correct 301 redirect from TOP-3 sites to a new domain?

The situation is as follows:
There are two sites, both are in the top 3 (Google and Yandex), the task is to redirect traffic from these sites to site No. 3 without loss of TIC and PR, while not falling out of the index, not losing current positions, and do not fall under the filters.
