How to make a Bootstrap grid in a PSD layout?

When designing a layout in PSD, if you use a design with a fixed container, then the indents between the columns are 30px, the columns are 97px each, based on the layout ≥1200px ... And what about the columns for container-fluid (i.e. for sites in full screen width) ? As I understand it, the width of the columns is rubber? How to be when creating a layout? Calculate the width of the columns yourself and typeset with new sizes? What will happen to such a layout when displayed on smaller screens?
