It is necessary to encode data with Cyrillic into 128 code. I know that this is possible, because I met with such codes, but I did not find a single generator capable of accepting Cyrillic on the Internet.

If the encoding only supports 128 bytes (for example, Code-128), then there is no standard solution, as far as I know. Use your encoder.
Depending on the number of Cyrillic characters, each can be encoded, for example, A => \A, B => \B, C => \C or A => \u0410, B => \u0411, etc. or enter the codes "beginning of Cyrillic" and "end of Cyrillic" ABVG => \{ABCD\}.
Naturally, standard barcode readers will not show Cyrillic at the same time, you will need to add your own decoder.
