How to make 2 active accounts on Windows?

I have a program to automate actions. It works in normal mode, not in shadow mode, which is very inconvenient. Is it possible to make the program work in one Windows account, and in the other I sit and do business, if so, how to do it?
windows 10

Running as a different user can be somewhat inconvenient or incompatible, as communication between applications is partially lost.
What you want is better done with Virtual Desktops . Choose the program of your choice and set up a separate invisible desktop that you will never switch to during normal work.

Did you notice the item "run as administrator" in some menus?
And so it is possible not only on behalf of the administrator. and run programs on behalf of any user.

runas /?

RUNAS [ [/noprofile | /profile] [/env] [/savecred] ]
        /smartcard [/user:<имя пользователя>] <программа>
