How to lower the temperature of the i7 10700KF cpu?

Not so long ago I assembled a new system for myself.

Core i7-10700KF processor, be quiet! DARK ROCK 4, MSI MPG Z490 GAMING PLUS mother, be quiet! Straight Power 11 850W. The rest, I think, is not important. Initially, I put 2 120mm fans into the case for blowing in (front wall), 1 - 120mm for blowing out (rear), plus the heat should go through the perforated roof. For the first time I decided to apply thermal paste according to the video guide from Intel - i.e. drip into the center and press it with a cooler :) As a result, the system came out quite hot. In AIDA64, the percentage was warmed up to 86, in the OCCT the Power test could not be passed, the set limit of 99 degrees reached literally in half a minute.

"Okay" - I thought, "We need to add coolers to the case." As a result, there are now 3 pcs for blowing in (2 - 120, 1 - 140), for blowing out 1 High-Speed ​​on the back wall and 2 more on the lid (1 - 120 and 1-140, all fans in the system are from be quite!). In AIDA 64, the temperature of the processor dropped to 79, in the OCCT the Power test still fails, it reaches 99 degrees per minute ...

Then I remembered the method of applying thermal paste. By the way, it was "stock" from the Dark Rock 4 kit. I bought another tube of be quite! DC1 to redo everything already in zen. Today I changed the paste (during the first assembly, according to the Intel guide, the layer was evenly distributed, but there was too much paste), made the layer thinner, smoothed it with a spatula (by the way, the paste turned out to be very thick and really difficult to spread - it took about 20 minutes). As a result, there are 0 changes. OCCT will never be taken ...

It is worth saying that the percentage is in stock, there is no overclocking (only XMP profile for RAM). If you enable automatic overclocking in the BIOS, then in OCCT you can catch 100 degrees in 4-5 seconds :)))

What is wrong in my assembly? Is it really possible to complete 10 minutes of Power in OCCT without reaching 100 degrees? :) Or am I behind the times and for the latest lines for Intel, such a temperature is the norm?

(PS: everything works stably, there is no throttling. And yes, it's a fixed idea to pass the OCCT Power test without reaching 100 degrees for 10 minutes :)))

You are not saying something, the power of the processor is 125 watts, your dark rock can dissipate up to 200 watts. You seem to have a fan on the processor or defective or blowing in the wrong direction. And in general, check whether the MP can control its turnover.

If the processor is used, then I had a similar situation - microcracks turned out to be the cause. Only thermal paste "liquid metal" with a very sensitive application helped bring down the temperature by 10 degrees, but in general it will only come to terms.
You can also try undervolting, with lowering the power supply to the processor, through the Intel Extreme Utility (read on the internet, there are a lot of articles).
