Few games require more than 2 real cores. And there are very few games (if there are any) that are optimized for amd under Windows. In short, you need to take Intel, 2 honest cores and hertz as much as possible.
You probably like to drive a farm in OK, you don’t run anything more serious on your computer :) If ragons are not your passion, then you can easily take 1333 Hz, but 16 GB. That's more - this is already under the ram disk, probably.
This is mainly solved by the test (you will test). I don't know your graphics card and against amd processors for heavy games. I'm typing a card on the Internet, the first advertising paragraphs: experts managed to reduce power consumption, analogues consume 100 watts, and this video card is only 75 watts.
