How to lower steam ping?

Good day, dear experts!
Had questions about the Steam service.
There is an Internet club with 30 computers and ping in games around 90.
1. What do you think is better to choose - 20Mbps guaranteed speed or standard Internet up to 50Mbps for everything?
2. What options can I try to reduce the ping to Steam servers, provided that we are in Kyrgyzstan (Osh)

In general, no way. Your players still play either on Russian servers or on European ones. And judging by the number 90, these are European. Based on the RETN card , this highway does not come to you at all.
But you can still improve the quality of the Internet in your small Internet club. Get to know the Shaper (you can divide 100 Mbps into 30 machines, everything will have its own 3 Mbps). This will slightly offload the connection to the servers. Perhaps drop another cable from the provider.
