How to lock user in home folder?

There is a server on ubuntu 16.04
There are several sites on the server.
It is necessary to allow the user to view (and modify) files and folders only in his home folder and in the folder with the site.
The site folder is added to the user's home folder with a symlink.
The user is connected on ftp (sftp).
Attempts to simply take away the rights to read / write / execute did not lead to anything good ...
