How to localize a website in English?

The question arose to cut a window to Europe and the USA. We decided to translate the site into English and test sales. How to do it in adequate time and money? The problem is that the site is multi-page. More than 20 thousand pages.

The solution so far is:

Technical translation of the site by the program. (Google Translate?)
Critical sections are entered into Excel and given to translators.
You buy a com domain and hosting in the UK or the USA. This will increase loading speed and seo benefits.
