How to localize a joomla component?

I wrote a component for Joomla 3.x, in the administrative part of the component and in the client there is a language folder. Each of them has en-GB and ru-RU folders, and these folders contain localization files, respectively. But the component always loads only English, even though the default language is Russian.
Who can explain what I'm doing wrong? How to enable the Russian language in the component?

During installation, all the files were transferred?
/language/ru-RU/ru-RU.com_name.ini
/administrator/language/ru-RU/ru-RU.com_name.ini
/administrator/language/ru-RU/ru-RU.com_name.sys.ini

The files are different and the inscriptions in them can be in English, which is in what is in the other.
Here, either sit with a dictionary and translate the files themselves, or organize the Redefinition of constants in the Language Manager.
