How to link Payoneer card to Amazon web services?

The card is not a credit card, but there are funds on it. Trying to connect it, I get a response to the soap:

We received an error while confirming the payment method associated with your Amazon Web Services account.
To use some Amazon Web Services, you must provide a valid payment method. Please update your payment method information using the Your Web Services Account section of the AWS web site:

I know I'm doing something wrong, but what exactly?
The same problem with linking the map to Google services.

Hmm… I don’t even know, I use it on both Google and Amazon — no problem. Perhaps the CVC code is incorrect? or the card is not activated?

Try writing to Payoneer support. Maybe they will suggest something. Or read/ask them in the community.

Successfully connected the card to Google Wallet and Paypal. The cause of the problem, most likely, was in a small balance.
