How to link a warehouse to a Bitrix region?

Hello!
There are 2 warehouses and 2 regions. For Region-1, only Warehouse-1 is available, and for Region-2, Warehouse-1, Warehouse-2 are available. I can't figure out how to disable an order for Region-1 from Warehouse-2?
I saw ready-made multiregionality modules, but it seems to me that this can be solved without buying such a module.

Well, apparently because when you click on the button, the event fires on the button and on the document, the class is added and immediately removed. Read about event bubbling in js. Well, it would be nice to see the HTML code as well.
