How to limit the number of azure function servers?

Hello, there is a problem that the Azure function is highly scaled, how to limit it?
In metrics, it grows to 120 servers, 60 is enough for me, otherwise problems begin.
I have a function that is triggered on the message queue, I need it to be slower, but work correctly

Azure Functions does not have this limitation, but you can find it in AWS Lambda
