How to limit the launch of several identical processes on a windows server?

How can I limit the launch of several identical processes on windows server 2008 and 2012? Ideally, it is of interest that program1.exe can run no more than 2 copies, and program2.exe no more than 3. If the ideal is not achieved, then set limits for all in quantity. Is there a similar solution in the OS itself, or is it just dances with different tambourines?

IMHO, such functionality is implemented in the application program itself. The only thing you can think of is a script that counts the number of process instances and kills the extra ones.
