How to limit scope for PHP scripts under Windows?

Good day.
There is a folder with virtual hosts. Each host is a separate site, has its own domain.
How can I restrict the scope for scripts within this folder?
Why is this needed? In case of hacking and uploading a shell (malicious script) to one of the sites, on Windows (and not only) you can get access to all folders on the computer (server), respectively, all sites and other data will be compromised. I need it to be impossible to call files outside the virtual host directory from the shell (and from any script).
