The question is, there is a server 2008, not in the domain, the terminal server is not raised. There is a user who is a member of the Remote Desktop Users group. It is necessary to limit it by the time of entry so that it can only enter during business hours, for example from 10.00 to 18.00. In the domain, the user has a Logon Hours button on the Account tab, where everything is easily and conveniently configured, is there something similar for a server outside the domain? Maybe you can set a policy? only this rule should apply to a specific user, and not to the login method in general.
When googling, I found such crutches , but it seems to me that there should be more elegant solutions.

For a specific user or groups in Active Directory, you can set login hours in the account properties.
Also in the policies I met that you can configure the action on their (login hours) expiration - logout, disconnect the session.
