Even better, if you can restrict some applications.

You can protect it with a chain of tasks in the scheduler - and no extraneous applications, if you don't know - only reinstalling Windows will help.
In the power options, set the maximum processor state below 100%
Control Panel -\u003e Power Options -\u003e Power Scheme Settings (opposite the current scheme).
Then prevent users from changing these settings.
It is possible in the BIOS, if the mother supports overclocking, to pick various processor settings. What to pick will depend on the mother, for example, on mine, you can limit the frequency of individual cores, cut off multi-threading and stuff like that.
