How to limit mikrotik speed with fasttrack enabled?

Good evening colleagues, there was such a task, you need to configure Mikrotik 952 with restrictions on ports or SP, it doesn’t matter, with the fasttrack rule enabled, which helps cpu work faster, how to do it in all manuals fasttrack is disabled when creating traffic filtering queues, but when I turn it off the cpu load rule goes under 80-100 percent, even though only 2-3 PCs are connected, how to make the limiter work and the load on the cpu is adequate, or what new rule needs to be created that would work the same way as fasttrack (there was no large cpu load ) I looked all over the Internet but did not find the necessary information, maybe you have ideas or a good manual on this topic?

You have complete dregs in the firewall / mangle / shaper / routing settings, apparently.
If you want a more specific answer, ask a more specific question.

Either queues or fast track. These are mutually exclusive settings, they do not work together. Look for what is loading the router.
