How to limit laptop desktop size?

There is a corp. a laptop in which you need to limit the placement of files on the desktop so that a person saves everything in a network folder.
If it was a stationary PC, I would make a GPO setting in which I indicated that the desktop is now located in a network folder, and I would automatically set a 50MB quota for this folder in the file ball, there are no problems with this. But that's not how it works with a laptop. If a person logs in from home, but he does not have any shortcuts, he will need to find the necessary VPN program through the start menu, connect to it, then click "Update" on the desktop and then all the shortcuts that were will appear. This is not convenient, because the user does not always need a VPN, and every time climbing into programs through the "Start" is not convenient and takes time, even a second.
What corporate resources are there to optimize the performance of corporate laptops in terms of versatility?
In this case, I need to limit the local desktop with a quota, how can I implement this?
