There is a ready-made solution Ideco, Kerio, but they are paid. I would like to use my brainchild, but the problem is that we have 30 users and a channel of only 2 Mbps, because of this we have to let through filters (blocking ads, shops, social networks, etc.), it will not be a problem to raise a VPN server, you definitely need to speed limit per user group and per user. Network screen. ClamAV antivirus. In principle, all this is in ready-made solutions, but they are paid, so it would be interesting to read about your solution based on Linux, I have little experience in this, I don’t know what software to use for this. There is a car under the gateway.

Groups, block lists. This is not easy to administer, I must say. As a screen - of course iptables - it is in any linux. clamav is also installed in almost any linux. I didn’t have to do a shaper, but I think it’s either part of iptables or a separate module.
It requires very direct hands and the ability to work independently :)
