How to license the operating systems, software and libraries used?

In anticipation of the post , the following question arose:
If I want to use, for example, a set of the following software: FreeBSD, VirtualBox, FreeCAD, KiCAD, wxWidgets, GTK +, OpenCV, CUDA SDK, VC Compiler, TDM-GCC, PostgreSQL, etc. ., etc.
What operations, from a legal point of view, do I need to perform so that I do not prove that this is all free, and under the public license of companies (communities) of developers, these applications, I can use these applications, libraries and source codes?

Previously, and so it was not required to prove anything, and after the adoption of these amendments, it will no longer be necessary.
