How to legally register an online exchange?

Good day.
There is an Internet exchange of certain services, which is engaged in conducting and automating "safe transactions" between customers and performers. The amount of the average transaction is very small 5 - 15 rubles.
Services are specific and the annual turnover is small - in the region of 1,000,000 rubles. But the exchange operates on full self-sufficiency and generates passive income without any time investment. Therefore, I decided that it was time to arrange it according to all the canons, so to speak. Because of this, I would not want to find friendly people from the tax office at my door.
What is the best way to organize everything? Just to keep it profitable. Some wild commissions or a lot of time for bureaucracy do not motivate you to pay taxes at all.
This will be my first experience in this area, so please describe everything in as much detail as possible.
UPDATE: I completely forgot to specify - the country of the Russian Federation. Users are mainly from the CIS (but the exchange is slowly entering the international market).
I will consider setting up a company in other countries if it will make my life easier.
