How to legally issue a referral program?

I want to make a referral program for clients, but I don’t know how to legally process payments under the program (I’m an LLC).
For example: client 1 ordered a service using the referral link of client 2, client 2 should receive a payment.
What is this payment from a legal point of view?
Where can I read how to do it right?
Where can I find a lawyer who can help with this matter?

@soif , everything will be as I described to you. Only, from the point of view of accounting and legal affairs - all your clients who will receive money from you will be your agents. If they are legal or individual entrepreneurs, there is no problem - just list as many as you need. There will be problems - if they are physicists. If they are physicists, then you will have to collect personal income tax + pay contributions for a person to the Pension Fund of the Russian Federation and the FSS, the Compulsory Medical Insurance Fund.
Looking ahead, if you provide regular services to all clients, then it is easier for you to give them a discount on the amount of remuneration. So do, many hosters, as an example.
PS: the fact that you are both an accountant and a lawyer is sad, since now even lawyers on a simplified system are required to keep accounting records. So, I advise you to "surrender" to an accounting company - it's not expensive (make a website for them :) and provide yourself with annual maintenance for free). At the same time, avoid a lot of problems in the future, I tell you, purely based on my experience.
