How I do it:
1. I find a list of similar sites
2. I select interesting, useful blocks
3. I look at the source code and transfer it + styles to my site
Periodically, I get good options, but the blocks are from different sites, plus if I start to be creative, then it turns out a complete disgust ....
How to develop a sense of taste?

I have the same situation ... True, by default, the "sense of taste" was inherent in me. I saw that it was not beautiful, but I could not understand what exactly and fix it.
But over time, when I made a couple of dozen different pages by collecting competitors from pages, there were some guesses about the correctness of one or another arrangement of the element or its color.
It is very helpful to read the various color compatibility instructions. There was a situation when I made a red line of 5 pixels above the header ... then the main part of the page was changed, but this red line remained .... For a long time I could not understand why the white color on the entire page looks somehow faded. .. with some shades of gray. But it turned out it was this line that mattered... you can see the brain somehow mixed it with the rest of the page and this effect was obtained... The line was removed - and immediately the site began to look fresher.
In general, it's more about experience than some innate qualities ...
So, by the way, about innate qualities ... a neighbor who never had anything to do with art, enrolled in drawing courses at the age of 18. I saw her work from the beginning of her studies to 2 years after the start... In the beginning, it really was that I would have drawn better... but some tricks, techniques that she was taught did their job. And now she works as an architect in Germany...
