How to learn to draw like that?

I'm just learning from a book of drawing with a pencil, I myself redraw any pictures with a pencil from the Internet ( printed on a printer), people, characters and photorealism. The skill grows and the hand is stuffed, and the skill to draw purely my own automatically grows.
I understand that the pencil is the base and all the sketches are the pencil. Next what? Watercolor paints, I thought so, or something other?
The goal is to reach at least the middle of that
artist.A wacom graphics tablet was bought, the drawing skill is easily transferred both from PC to paper and back.

Connect the tablet to the computer, open Photoshop, set the background to 20% of the original image and go ahead, fill your hand.
A pencil is good, but a tablet gives you a lot more options. And, whatever one may say, drawing on a tablet (especially without a touch screen) is peculiar. Therefore, it is better to get used to the tablet.
It takes a long time to learn to draw like that. And not just draw every day, but study anatomy, techniques, work with light, color, composition. Illustration is an incredibly difficult area.
Drawing a cartoon character with a pencil is easy. But to draw such illustrations takes years of practice and study.
If you are rushing through the process - do not waste time, sign up for schools, watch online courses. Every day you will learn something new.
Obvious: study theory: anatomy, composition, color and light theory and draw as much as you can.
And draw already on the tablet, with constructions, layers, color.
