How to learn English?

I can’t work out a scheme for learning English for myself. I’m already pissed off this way and that, but something doesn’t go, and that’s it. I know that I need motivation - I have it: I started learning C programming, I write all comments and variables in English, and I don’t transliterate Russian words, but all this is not without the help of online translators. And so every time, some little bit incomprehensible sentence or phrase comes across, I climb into the translators, but I would like to raise the level at least to such that I could even without knowing a word, understand in the general sense what the sentence means and contact to translators only in difficult cases. I would like to read English literature, at the moment books in C, because it is in the original that the most relevant publications are, and the translation is not always of high quality and in general not everything can be translated into Russian, without losing the meaning of the phrase. I also tried it on lingualeo, I bought a grammar course from meyans there, I probably bought a premium for the third time, but apparently spending money still doesn’t motivate me so much. And it seems that either I do not know how to use this resource, or the presentation of the material there is not very good. I am also trying to interest myself in something, a fan of the animated series Family Guy, I download and watch the series first in Russian with English subtitles, then in English with English subtitles, then just in English without subtitles. There is a great desire, I do not set myself any deadlines, that is, I am ready to work for a long time, if only there is a profit. I just need apparently someone's advice, who may have been in a similar situation, but found a way out for themselves. It would be ideal to combine learning English with learning C.

First, we read and translate something simple with a dictionary, I probably would not take a book from C, but about the history of a computer or something like that. Then when you understand 50-70% without a dictionary, you take a textbook and learn grammar. You look through all 12 tenses, make your own sentences from simple to complex (Russian-English translation):
I am a programmer
I wrote a program
I want, I can write programs
I want, I can program and make this world a better place
If I could program, I would write such -something program
Then again sit down to read, only now you will read with a new look, you will pay attention to grammar when you read and discover a lot of interesting things. At this stage, if it reads normally, then go to professional literature.
If you need slang, colloquial affairs - subscribe to any English-language instagrams, where articles are published, I signed up for employment.
Well, Alexei is right - regularity is the key. 30 minutes every day, do not repeat - immediately forget.

Many praise one service and scold others, but you need to understand that they have different tasks and it is important to use the right one at the right stage.

Quantity turns into quality. Read the documentation in English, with a dictionary, but do not switch to Russian, after reading a couple of books you will see that you use the dictionary either rarely or not at all. Then watch and listen. There is a TED channel on Lingualeo, they speak very clearly and you can always click on a word and an explanatory dictionary will open, not a translator. Sooner or later you will understand the video without a dictionary. Well, in order to speak, you need to speak, there is no other way out.

listening to a lot of audio and memorizing texts and dialogues aloud by heart, repeating the intonation of speakers aloud - this to some extent replaces the missing practice
listening is the most difficult skill, you need to learn to understand the meaning from the context, and not from dictionaries, so all Russian dictionaries should be presented to competitors
with speaking one big problem that is never mentioned - our articulatory apparatus is not trained in a foreign language, so the result will only be with constant physical exercises as in sports - memorizing and repeating aloud ready-made texts will be just such a sport
the best idea is to save at least some money and go to learn the language from native speakers, at least for a couple of weeks - the approach to teaching English as a second language by native speakers is completely different from the Soviet and post-Soviet ones, so it’s important to learn their methodology and
then it’s easier to work independently with reading and writing - almost everyone has visual memory
