How to launch remote browser on ubuntu server?

There is an ubuntu server that is used for apache, nginx, php, it is necessary to somehow go to the Internet through this server in order for the browser to be physically launched from this server (i.e. vpn will not work!), are there any options do it without installing a graphical shell?
