How to automatically redirect a specific page to a local html file?

Hello!
The menu in one of our systems does not suit me (electronic queue). Wanted to fix this. There was a problem:
After performing certain actions, a redirect to the start page of this system occurs, a link like " https://******.ru/pp/#!/group/department_5316/serv... "
I would like to somehow configure on a certain computer, automatic transition from this link to a local html file (for example, index.html)

Can this be done only with the help of rules in the proxy?
Are there any plugins for the browser or is there no way to register such a redirect in the OS?

PS: how can I pull out scripts from buttons for use on my form or how can I bind my css to certain pages? And then I can only steal buttons-links into my html-file.) I

UPD .: I found an extension for chrome ( Requestly ). Works. But the question arises how the redirection will take place, whether there will be a risk of leakage of personal data.
UPD.2: The extension doesn't work quite right. If the transition to the page from which you want to redirect was made using a script, then the extension does not redirect automatically, only after the page is refreshed ... I tried it in every way: both through the request function and through javascript (with parameters and up to and after loading the page) - the same, it works only after the page is refreshed.
