How to launch a website from a computer and access it from a phone?

How to run an html file on a PC and go there from the phone, I can run it on localhost but then I can not go there from the phone. Or maybe there are other options how to write a website on a PC and immediately debug the egr on the phone?

for iis just enter the computer address for example 192.168.88.2
for the node https://www.npmjs.com/package/serve
the same but the port in my opinion is 3000 192.168.88.2:3000
it is important that the computer and the phone connect to the same router
