If the motherboard allows, look in the BIOS, although the options are called there, so you are amazed.
The vast majority of motherboards with ATX power supply it to USB (rear panel, but not those that are brought forward to the case), this allows you to wake up the computer by pressing a button on the keyboard or mouse (I remember turning it off on purpose when I kept the computer turned off at night )

For it is not necessary to load the duty room with any vanity, it is not designed to charge devices. Half of the dead BPs are dead duty.

Gigabyte has a native "On Off Charge" utility, which just allows you to charge devices when the computer is turned off. I looked at the website, this mother is supported. Install from the disc out of the box and you will be happy.
