How to join iscsi disks to a cluster?

Good afternoon!
I have a sandbox of:
- 2 hyper-v 2019 core servers - 1
freenas server
- 1 windows 2019 server with DC
- 1 workstation on windows 10
- The domain in which it's all located.
it is necessary to create a cluster of two hyper-v servers and give them a common storage, so that when one server fails, all its roles are transferred to another.
I created a storage (10, 15 and 500 GB in freeware), connected 500 GB to a computer on win 10, checked, everything is seen, written, deleted.

Created a cluster using failover cluster manager from two hyper-v servers. But in the section "disks" I have nothing. "Add Disk" reports that there are no disks available for this. I have added disks using iscsi initiators to both servers, but to no avail.

I re-read the manuals from the Internet, but something does not grow together. I have already tried so many things to correct the situation, that most likely at the stage of publishing this question I screwed up somewhere once again. Maybe you need to attach the storage first, and then build the cluster, or vice versa. or attach the storage to only one server. or to both. or not at all how to use it for a cluster.
