How to integrate with hangouts?

After reading the documentation, etc., I realized that I need to write an application for it. The thing is. I can start a video meeting without any problems. But here I need to invite people inside my app. To do this, I need to know the id of the meeting. To do this, you need to make an application inside hangouts that will pass the meeting id to the system. Everything is great. But creating an application according to the documentation does not work. They have a sample application in the dock that should work. But the dock is for 2013. In reality, everything has already changed several times. no console for developers, etc. And their standard application, to put it mildly, does not work. Because it doesn't work, I can't get an example of how it works with their API.
My app appears in hangouts but it throws an error when it should work.

1 We say hangouts mean YouTube, but it turns out that there is no single broadcast id - there is no video, they will be different, but this is elementarily solved through api, we get a channel that always has one id
