How to insulate a 3G modem?

The modem hangs outside the window in a plastic case. Colds are coming, I want to protect it from frost. Advise a heater so as not to extinguish the signal. Case - cake box from under the discs, i.e. enough space inside.

The most correct method, if there is a connector on the modem, is to put an external antenna. This will raise the reception quality much better than taking the modem outside, and it will solve the problem of insulation and waterproofing radically - the temperature is practically not important for a passive antenna.
The modem itself heats up quite well, so if it is well insulated, then an additional heater is not needed. As a material for insulation, polyurethane foam is well suited, white, without fillers (they can greatly reduce permeability), if possible with large pores.

Experimental results would be more interesting. I would start with an extra heated usb stand and duct tape. And then I realized that everything was garbage and would have glued it to the window with adhesive tape from the inside - most likely the results would be better.
And in what range does this modem work? Maybe it supports up to -25/-40 out of the box.

If I were you, I would leave everything as it is. The modem will heat itself. Even if it does not warm, nothing will happen to him.
