How to make an information board from an LCD TV?

The task is to implement an information board on a large LCD TV in a hospital. It is necessary to constantly display the date, time, weather (a small vertical block on the right or left) and the main information block with various content (video + sound and images). Images and videos should change each other (the video ended - a picture appeared for a few seconds - then the next one and so on in a circle).
There is an idea to buy a nettop and run some application on it. Preferably on Linux OS with X-server.
Is there something similar out there? If not, what is the most painless way to implement it? I am currently trying to learn Python. Deadlines are not pressed. Maybe came across a similar task with code examples?
PS Or maybe a whistle on android? Only the question is again in the application.
