Therefore, I need help with installing on a USB flash drive.
Flash drive 32GB, USB 2.0.
I want to install Windows (starting from XP) so that at least 10GB of space is free, and I can edit and save files so that they are saved after a reboot.
Do not offer WindowsPE!

A full-fledged XP on a flash drive will not take off, it is too heavy to download via usb, so only PE, you can edit and save files in it and weighs 200 - 400 mb
