How to install mariadb 10.3 on debian?

I'm trying to install mariadb on Debian using the instructions https://mariadb.com/kb/en/building-mariadb-on-debian/ But I see the following:

#mk-build-deb
-bash: mk-build-deb: command not found

My OS:

# uname -a
Linux fio.mobi 4.9.0-12-amd64 #1 SMP Debian 4.9.210-1 (2020-01-20) x86_64 GNU/Linux


How to overcome this error and install the latest version of mariadb?

don't be smart.
command apt instal mariadb-serverin buster will install just 10.3
https://packages.debian.org/buster/mariadb-server
