How to install linux drivers without internet?

I need to install a driver for wifi rtl8821ce, but wherever it is installed, I need the Internet, and I don’t have a port for lan, what can I do?
I have kubuntu 20.04

Download offline on another machine and transfer via USB flash drive, for example.
Something like this:

wget http://archive.ubuntu.com/ubuntu/pool/universe/r/rtl8821ce/rtl8821ce-dkms_5.5.2.1-0ubuntu4_all.deb
