How to install Linux and Windows at the same time on one laptop?

One person saw Linux and Windows on a laptop, and when turned on, he somehow chose which OS to turn on. How can one stir up something like this? And will a part of the hard memory be permanently given to one wasp, and the second part to another?

Yes.
Install Windows and then install Linux. The bootloader (GRUB) will take care of everything.

This is called dual boot. Only 1 system works at a time, memory is spent only on a hard disk or ssd. But better put Wsl
