How to install an update if "the update is not applicable to your computer"?

Good morning.
Actually, I downloaded Docker Desktop here, and the kb4056888 update should be installed for it. I downloaded the update, but the installer says "the update is not applicable to your computer." At the same time, I installed the service pack earlier (in the same way, because updates are disabled for me), and everything was installed.
How to decide? Is it possible that this is due to the fact that some updates required for this update were missed earlier? Is it possible to list packages that should be installed before a particular package?
