Hello, I have my own DNS server (powerdns, ubuntu 20.04)
The problem is that half of the people have domains bound to these DNS servers work, and half don't.
How to solve this problem?

In the DNS server, on your dns name there are parameters for how long your record will be valid in time.
Before changing and or transferring the server, you need to edit the lifetime record up to 5-20 minutes
. If you had a week there (which is the default for almost everyone) - now you only have to reap when the time runs out.
PS I had a dns server - with a record lifetime of 2 weeks - I experienced a shutdown for a couple of days without any problems - no one even noticed.
