An sdb4 partition is an extended partition - a "container" for nested logical partitions. You can only resize these partitions within the size of the extended partition. If you want to add, for example, 43.77 GiB free space to sdb6 at the end of the disk, you must first expand the container partition to this space, i.e. sb4. After that, it will be possible to expand the sdb6 partition to this place.
