And when I connect remotely via Radmin and there is no monitor connected to the computer, the maximum resolution can be set to 2048 x 1152 I
connect a large monitor, the upper limit of the possible resolution immediately rises, but I only need a computer remotely, how can I raise the maximum possible resolution to the declared 4096 x 2160?

The resolution is given as the maximum that the monitor supports, but I do not recommend changing anything.
There were cases that they remotely changed the monitor resolution to the maximum, and a samsung splash screen appears in a person with the inscription that the maximum value of something is attached :)
And you can change it through the registry HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Video\{number}\0000
Look for the NV_Modes parameter and specify in the value of this parameter the resolution that you would like to set

That is, you connect to the console - to the monitor that is there.
Connect via RDP - the resolution of your monitor will be picked up. How about 4096 x 2160 - I haven’t tried it, but the server has a 15 "monitor 1024x768. Depending on what I connect via RDP, I work in that resolution. From 1280x1024 to 1920x1080.
