How to increase the profitability of MobFox?

Not so long ago, my app was banned from AdMob (for not being on Google Play). But the application enjoys some kind of popularity and I would like to replace the deceased ad from AdMob with something else. Already tried several networks:
WapStart - low Fill rate, often no ads.
AirPush (banner only), InMobi, Millennial Media, MobFox. Everyone has the same thing: it turns out that a click costs about 0.5-1 cent.
There are two questions:
1. Is it possible to somehow set up the same MobFox in order to increase profitability? It seems that they say that you can set a minimum CPC there, but in fact I can’t find where this is done.
2. MobFox has the possibility of mediation and you can use the same AdMob. Can I use AdMob for a banned app through MobFox mediation? The AdMob account itself is alive.
